The National Gambling Act 7 of 2004

The National Gambling Act (NGA) is the primary statute governing gambling in South Africa. Passed in 2004 and amended in 2008, it establishes the overarching framework within which all provincial gambling regulations operate. The Act defines categories of gambling, sets age limits, establishes the National Gambling Board and National Responsible Gambling Programme, and creates offences for unlicensed gambling activity.

Under the NGA, interactive gambling (casino games played online) is prohibited. The Act defines "interactive gambling" as placing bets on games of chance via electronic communications, which captures online casino and slot games. Sports betting is treated differently as it is licensed through provincial boards under the Act.

Each South African province has its own gambling board responsible for licensing, inspecting and enforcing gambling within its borders. Bookmakers serving South African customers must hold at least one provincial licence. The main licensing bodies are:
